The Sad Truth about U.S. International Aid and Abortion

Since the 1960’s (1) the United States government (USG) has been one of the leading contributors of international “family planning” and “reproductive health” (FP/RH) services. Both congressional legislation and executive branch policies place restrictions or requirements on funds directed toward international FP/RH services (2).

In 1984 President Reagan enacted one such executive policy, known as the “Mexico City Policy.” The policy states that in order to receive funding from the U.S. Agency of International Development (USAID) non-governmental organizations (NGOs) must not perform or actively promote abortion as a method of FP/RH, regardless of whether such activities are funded by specifically non-USG funds (3).

This policy was rescinded by Clinton in 1993, reinstated by Bush in 2001, and again rescinded by Obama on January 23, 2009. Here are a few of organizations eligible to receive receive USAID funds without this policy in place.

1. Population Services International (PSI)

According to their website, their goals include reducing “unsafe abortion” (by which they disingenuously mean illegal abortion) by providing “WHO-approved medical abortion drugs (4).” The most common medical abortion drug is mifepristone, which causes the uterine lining to shed and can be taken up to 49 days after conception (5). This is your baby at 49 days, sucking her thumb.

Yet PSI receives over $168 each year from the US government (6)

2. Pathfinder International

According to their website, “Pathfinder believes access to abortion services is not only a public health imperative, it is also every woman’s right (7).” They train abortionists and work to increase medical abortions (abortion pills). In 2011, USAID began funding Pathfinder International to lead the “Evidence to Action” family planning project. Up to $230 million may be allocated between 2011 and 2016 (8).

3. International Planned Parenthood Federation (IPPF)

IPPF received $72 million (9) in 2014 to put towards their family planning services, including the Safe Abortion Action Fund (10). They are one of the largest providers of abortion in the world.
